| Having received mobile services license, China Telecom (Beijing Company) will become one of the most aggressive competitor in mobile market. Because of fierce competition in mobile market, it is necessary to provide for prepaid/postpaid business users with abundant services and flexible business rates. To play the advantages of an integrated operator, China Telecom should provide flexible bundles of business and control the arrearage risks from prepaid users. There are lots of defects in current online billing solution. The establishment of a demand that can support flexible billing and marketing strategy, new online billing system is put forward in this context.This paper is compiled, with many market research and after deep analyses of current billing system, refering to the 3GPP Online Charging System solutions, linking with demands for China Telecom's prepaid business. Aim at supporting China Telecom (Beijing Company)'s online charging system overall planning, construction and implementation.This article describes the characteristics of the OCS(Online Charging System) system, which both has advantages of postpaid and prepaid system, and abandons shortcomings of theirs. OCS has bring a great convenience in business, at the same time, it reduces the costs of management greatly. The article discusses the function demands of OCS, and expounds data quality management methodology. It can enable sustained improvement of data quality because of the data flowing through various stages of process for data quality, like statistics collection, analysis, evaluation, feedback and remonitoring of a closedloop management process. By Beijing Telecom's existing billing program characteristics and analysis of existing problems, combined with the industry on the integration of billing research, Beijing Telecom put forward a new generation of billing OCS architecture, as well as Beijing Telecom OCS systems implementation and upgrade programs. |
