| In recent years the merge and combination cases among domestic telecom operators emerged frequently, telecom operators competed nowadays more intensively, which resulted in sharply decrement of average revenue per unit (ARPU) of telecom operators. Towards current telecom operators, it is more pressure to assure revenue growing up along with customer number increasing.Firstly, this essay outlined the scope and principles of revenue assurance management theory applied by telecom operators during their daily activities, generalized that revenue assurance management must strengthen their effort on income growing up in order to fulfill operator revenue increasing strategy. Essay listed the way necessary to improve their performance including multiply revenue resource, strengthen information system support, speeding up receivable items rotation rate and refactoring customer credit calculation rule. Meanwhile, in terms of roles played by telecom operation system and financial management system, this essay highlighted the importance of enhancing surveillance upon operation system performed by financial operation system, proposed to implement the specific business data transformation interface between business management system and financial system to enable financial system master the revenue data rooted from operation management system daily running to strengthen the control of financial management upon operation management.Secondly, basing on theories stated above, this essay described the detail procedure used by LN Billing&Charging system reform and summarized the proper way to apply these theories, proved that it is a feasible way to achieve operator’s revenue increasing strategy depending on applying both theories to Billing&Charging system.Finally, though the reform of LN Billing&Charging System completed in time, it need our more efforts to continually improve the performance of Billing&Charging System to meet the requirements prompted by Unicom operator in future. |
