Facing economic circumstances which is so changeable, there are few enterprises which depend on themselves have long-run development. Many enterprises enhance their competitive strength and profits by forming virtual corporation. Virtual corporation have a profound impact on the traditional manage thoughts and model. It cooperates with global companies revolving around core competitiveness', using computer technology, internet technology and communication technology. When the aim has achieved, cooperative relationship has dissolute. It can acquire global resources to work for itself rapidly in such a manner,and cut down cycle time from idea to cash flow.But virtual corporation is a complex mix of contract. Because of independence, dispensability and dynamism, it is difficult in cooperation which brings high risk in internal operation. At the same time, trust, communicating and cultural differences among virtual corporation prevent the development of this new organizational model.Rising economic research on virtual industry cluster is just for solving these problems. But now, most of researches on virtual industry cluster are in the sight of management. In the other word, it is lacking in economic core viewpoint.This article defines virtual industry cluster in economic core viewpoint. Analyzing stability, and construction development of virtual industry cluster in the Cost-benefit Analysis and Margin Analysis. At first, the article simulated virtualization processes on Markov processes and deduced network of virtual industry cluster. It also analyzes the stability of virtual industry cluster. At second, it established virtual industry cluster platforms model in differential equations. At last, established cost-income model of virtual industry cluster. As such, it arises economic factors which prevent virtual industry cluster developing and probe to virtual industry cluster management.Through establishing models, this article draws three conclusions: first, virtual industry cluster is a dynamic network which has relative stability. The mature virtual industry cluster can promote to establish virtual corporation. Second, development of virtual industry cluster in China is still in its infancy. It should be established by government at first, and then transit into self-organization virtual industry cluster. Third, the economic characteristic of virtual industry cluster is agglomeration effects which should be focus in the process of virtual industry cluster development.
