The Study On The Transfer Of The Right To Prairie Contractual Management In Pastoral Areas

Grassland is the material basis for the development of pastoral areas and is the living protection of herdsmen .The transfer of grassland can bring some income to herdsmen who have no or little livestock. It can also improve the efficiency of the pasture. The herdsmen who transferred the grassland can go to the city to engage in other industries. The third-party can get more income because of the increase of the grassland . It can solve part of the labor employment in pastoral areas. The transfer of the right to prairie contractual management in pastoral areas is an effective way to improve the utilization of resource, and is an important measure to improve the ecological environment.This study bases upon the grassland contract management responsibility system, the right of ownership and the right to use grassland. It is under the background of further promote of the grassland ecological construction projects, the system reform on Northern pasture, the actively seeking for grassland livestock industrial restructuring , the various measures that the government has taken to promote the transfer of the population in pastoral areas and the urbanization of Pastoral areas.This paper studies on the main problems which the transfer of the right to prairie contractual management in pastoral areas is facing. It includes: the pasture was not completely contractored to the herdsmen family; the transfer market of grassland exists in low price, privately transfer and short-term lease and other transfer issues; lack of scale of operation in pasture and the above-mentioned problems increase the cost of pasture monitoring. Because of the existence of irregularities during the transfer procession, it has led to a lack of participation of herdsmen about the decision-making on the grassland flow, appearing the phenomenon of damaging the interests of herdsmen; with the introduction of the national ecological construction policy, it appears the confliction of the transfer policy and the national ecological construction policy.In this study, it is from the existing contract system of pasture, grazing the transfer market mechanisms, relevant policies and the rational response of pastoralists to explain the reason. From the internal transfer mechanism of the pasture, it proposed: develope the scale and the form operation of the grassland, including different types of households with joint ventures, government leasing pastures and the creation of the family ranch, etc; the supervision departments should strengthen self-construction, improve the protection incentive of grassland; Improve the legal system of the transfer of grassland; develope the intermediary organizations and improve the social service about the pasture transfer. From the outside, through sounding social security system, promoting industrialization and urbanization, the population in pastoral areas should be reduced.
