In recent years, urban rail transit is one of the fastest growing public transportations. And it is a hot issue to estimate performance, so it is theoretically and practically valuable to study on the performance of urban rail transit. Because of its special nature, urban rail transit can't operate without financial subsidies from the government .In order to improve business efficiency and maximize the effectiveness of subsidy, it is a pending problem to integrate performance with subsidy.This thesis involves the main contents and the innovation as follows:(1) It focuses on researching the performance estimation and subsidies from strategy plans of urban rail transit. Based on social and business benefits, it establishes a dynamic cycle system of performance estimation .And its results not only convey the results, and convey the procession of the results.(2) Through researching operation layer, supporting layer and results layer of urban rail transit, this thesis uses ER to effectively solve the ambiguity and uncertainty of performance estimation, to effectively integrate quantitative and qualitative indicators.(3) It uses game theory to analyze the necessity of government subsidies for urban rail transit. And the performance level is regarded as subsidy coefficient to adjust the amount of subsidies, in order to mobilize the enthusiasm of employees, to improve the efficiency of enterprises and to improve the phenomenon of bargaining about the amount of subsidies between the government and enterprises.(4) The described methods' reasonability and practicability are verified by applying to estimate the performance of some corporation.
