The urban rail transit project has a huge investment amount and a long construction period.It is impossible for the government to invest enough to meet the huge demand for rail transit.The PPP model used in rail transit projects which can effectively alleviate the government's financial pressure.PPP is an abbreviation of Public-Private-Partnership,which means government and social capital cooperation.How to make a reasonable performance evaluation of the rail transit project under the PPP mode,how to improve the performance level in the project execution process,and how to achieve the final strategic goal of PPP,these problems have become a prominent issue,it has important research significance both in theory and in practice.At the same time,rail transit is inseparable from the government's financial subsidies.The introduction of performance evaluation can be used as the basis for government financial subsidies.Linking the performance level to the subsidy amount will help maximize the utility of government subsidies and improve the operational level and efficiency of rail transit.The paper is divided into five parts for research.The first part is an overview of the relevant theories of PPP model,performance evaluation and rail transit PPP project.Then it analyzes the concept and operation process of PPP mode,the advantages and disadvantages of performance Evaluation Method Based on Fuzzy Comprehensive Evaluation Method,Matter Element Analysis Method and Choquet Fuzzy Integral Method.Finally,it clarifies the concept,evaluation scope and payment mechanism of the rail transit PPP project,providing a theoretical basis for the following research.In the second part,this paper constructs a performance evaluation index system and analyzes the necessity of the life cycle performance evaluation of the rail transit PPP project.The paper extracts the performance indicators of construction period,operation period and transfer period by key performance indicator method.Then the paper uses fuzzy clustering method to screen the indicators,and finally establishes the performance evaluation index system in different periods.In the third part,the paper constructs a performance evaluation model.Because the full life cycle of the rail transit PPP project lasts for a long time,the performance evaluation index system of each period is complex and diverse,and the project operation time and standards are not the same.Therefore,it is more targeted to construct the performance evaluation model by using three methods.The triangular fuzzy number,entropy method and set value statistical method are used to determine the weight of the index system in three periods,and the performance evaluation model is constructed:The construction period performance evaluation model based on Choquet fuzzy integral,the performance evaluation model based on matter-element analysis,and the performance evaluation model based on fuzzy comprehensive evaluation.In the fourth part,the main content is the study of subsidy mechanism.The paper first determines the necessity of government subsidy mechanism based on performance evaluation.Then it analyzes the advantages and disadvantages of the current subsidy model such as the No.21 document subsidy formula of the Ministry of Finance,the passenger volume subsidy mechanism and the car-km subsidy mechanism.Finally,the paper establishes a government subsidy model based on performance evaluation and designs the subsidy realization path.The fifth part is the empirical study.the paper verifies the rationality and practicability of the performance evaluation model and the subsidy model by the actual case of Beijing Rail Transit Line 4.This paper studies the performance evaluation of rail transit PPP project through the combination of theory and practice,which helps the operating company to improve operational efficiency and service level.At the same time,the paper combines performance evaluation with subsidy mechanism,which can provide a strong basis for future government subsidies.
