The main purpose of this paper is to resolve the empty containers redistribution problem of China railroad container enterprise.China railway container transportation in high-speed development period. With the increasing capacity, the existing problems of performance is becoming more and more serious,including the problem empty containers redistribution. Empty container redistribution affecting enterprise resources, a lot of the cost to use up. The paper tries to put forward a railway optimization of empty dispatching strategies.Based on the existing strategy and literature, analyzes current railway empty container redistribution insufficiency. And put forward a new method—the optimization of railway empty containers reposition which is based on "value-cost" strategy. The methods of modern enterprise ideas from customer relationship management theory, according to the customer value of empty container resources.This paper firstly from research, railway container customer value, customer value system of railway container established by analytic hierarchy process to evaluate customer value, and based on this, using SPSS software for customers, hierarchical clustering analysis for realizing customer segmentation. Secondly, according to the study, based on the "value-cost" strategy empty dispatching model of railway, and gives corresponding solving methods. Finally, this paper using simulation examples of this method to simulate the empty dispatching prove its advantages. This research level, integrity, fully clear based on the "value-cost" o strategy, this method is scientific and advanced. Through the above, the paper concludes that the "value -cost " strategy integrates the use with the redistribution of the empty containers, fully use of modern management theory, and to suit the modern enterprise management strategy.
