Study On Jiangxi Centralized Treasury Payment Of The System Operation

The Treasury Single Account System is a fiscal fund payment management system generally adopted by developed country. With the development of socialist market economy and the establishment of public fiscal system, the disadvantages of our traditional fiscal fund decentralized payment system appear more and more. In order to change the situation of inefficiency of fiscal fund using, insufficiency of supervision and management, frequent corruption, it is necessary to consummate the Treasury Single Account System further by drawing on the international experience and integrating our practical condition.State Council decided four representative department such as Ministry Of Foreign Trade, Ministry Of Forestry Department to launch pilot project in 2003. In 2004, pilot project departments have increased to 27 ,53 hundred millions fund have been channeled into the scope of the Treasury Single Account. In 2006, pilot project department have increased to 131, and 712 base budget unit have been included, 151 hundred millions fund have been channeled into the scope of the Treasury Single Account. In 2007, pilot project department have realized the Treasury Single . The reform has got remarkable effect . It not only has changed the style of fund payment, hardened budget management and strengthened fiscal supervision, but also heightened the capability of macroscopic adjustment and controlling to great extent in Jiangxi; however, there are also many problems exist in the reform.With the guide of economics, management science, management science, finances, financial management, and focusing on the reform of fiscal the Treasury Single Account System, the paper adopts the normal analysis and demonstration analysis method to study the international Treasury Single Account System and enlightens based on the analysis of basic theory, and the paper analyses the problems and methods systematically in the running of the Treasury Single Account System in Jiangxi. The research indicates that reform is faces with many problems such as promote the government account management , the incompetent of bank fund liquidation system, further improve the financial management information system software.
