Study Of Synergic Cluster Safety Management Mode In Chemical Industry Parks

Recently, with the rapid development of Chemical Industry Parks (CIPs) in China, it is extraordinarily valuable and positive to adjust the industry framework, increase the economy benefit, change the investment environment, develop the area economy. But, rapid development of the CIPs makes the criticality grow day by day, such as massive fire and explode accident, especially the abominable domino effect. By analyzing relative domino effect accident cases occurred in CIPs, on one hand, while an accident is happening in an enterprise nearby, because other enterprises are short of necessary information form that company, so it is possible to occur domino effect of accident; On the other hand, when the accident is happening, other enterprises would not participate in rescue on time and delay over the rescue time, at last, the scale of the accident is enlarged. So maintaining the safety and stabilization of the CIPs not only lie on the safety aspect of one enterprise, but also lie on the safety aspect of other enterprises nearby. From above, it is indispensable to build an organization to enhance the transaction between enterprises and compose a synergic cluster safety management mode which every enterprise cooperate with each other in CIPs.The main research approaches are expatiated as follows. The first step, the actuality of safety production in CIPs is analyzed .Knowing from single chemical enterprises, some special fatalness of enterprises in CIPs during conducting, producing, maintaining and accident are pointed. The infection from domino effect is disturbed and the communion. The second step, the main modes of safety supervision of the government and safety management of chemical industry enterprises in CIPs is summarized and cooperation forms between enterprises in CIPs is disturbed , the hysteretic between present mode and development actuality in CIP is analyzed, conclude, (l)lack of the consciousness of safety development,(2)lack of the mechanism of defending the accident of domino effect,(3)lack of the mechanism in the course of accident rescue. The third step, the framework of synergic cluster safety management mode is build and the synergic cluster safety management mode is put forward, five aspects of the mode operating is analyzed, it concludes communion, arrange, supervision, implementation, evaluation. The forth step, the construction of the operation of the Synergic Cluster Safety Management Mode is designed, and the committee of the synergic cluster safety as the synergic cluster safety management organization is set, and the composition, duty, function and it's parties during the operation is explained and analyzed. The fifth step, the procedure of handling problems under the synergic cluster safety management mode is designed,(1) prevented jointly the fatal accidents especially the domino accident effect;(2) sharing the emergent resources in accidents;(3)sharing the message between each other then finding the risk and improving continuously. At last, the idea of system which is related to the mode's operation is proposed.
