Since the 1980's in China,as a new kind of install form in human resource market,the human resource dispatch always develop quickly with the advantage of itself.However, the human resource dispatch is still at the preliminary stage of development ,and there exposes some problems in the development process. The Labor Contract Law of the People's Republic of China formally implemented in January l,2008,which prompts the human resource dispatch industry reshuffle.The human resource dispatch is facing the problem of how to develop under the new situation,and it needs to be researched in both theory and practice aspects. If we want to know the next step of human resource dispatch development,first of all,we need to have a clear understanding of the status quo of human resource dispatch in our country,and based on this we can formulate targeted policies to promote its development better.Through literature search, business research methods, questionnaire and case study method, this paper makes a summary of the status of human resource dispatch in our country, including the human resource dispatch knowledge system, the theoretical research and practical development quo, the main problems at present and reasons analysis,and makes reasonable proposals of how to promote the further development of human resource dispatch,and disscusses the pertinence and feasibility of the recommendations.Studies of this paper shows that the human resource dispatch is lack of management support theories and needs to be further improved on the legislative front.The study also finds that there currently exists many problems of human resource dispatch of our country,such as the dispatched workers are subjected to discrimination at treatment and identity, difficult to express the aspirations of benefits,and emplyment corporations through legal loopholes to evade their responsibilities,and the dispatch corporations are on a low level of specialization and exists illegal operation acts.Against the existence of problems and deficiencies, combined with the actual situation of our country, in line with the unified management, unified standards, unified service management model,this paper proposes specific proposals to set up human resource dispatch policies and the legal system which is Characterized by"specialized services, operationed by society, market allocation, standardized management, brand effect, dispatch law adjust".This study on the one hand can lay a sound theoretical foundation of human resource dispatch further research,on the other hand can provide methods reference for resolving the issues emerged in the development of human resource dispatch and its future development direction,which has important guiding significance for promoting the healthy development of human resource dispatch.
