As a typical representative of flexible employment forms, labor dispatch has been being absorbed by more and more enterprises. In the process of implementation, however, many new problems which never occurred in traditional employment forms are faced by enterprises. At the same time, the management of the dispatched labors has become a great challenge for HRM of the enterprises. This paper attempts to provide some countermeasures to help enterprises with application of labor dispatch.Based on research of literature, this paper introduces the concept and type of labor dispatch, cardings its history at home and abroad, as so as the domestic research status. Taking labor dispatch form in enterprises of Beijing as research subjects, this paper has an overall understanding about the status by depth interview and questionnaires. Compared with the full-time staff, the dispatched labors display poorer performance. A lack of belonging sense, poor enthusiasm for work, and low corporate loyalty are general appearance among them. At the same time, the work situation of the dispatched labors in enterprises is not optimistic. Then an analysis on the influential factors for the problems which occurred in enterprise is made from macro and micro levels by theoretical reasoning and statistical analysis. There is a close relationship between the problems faced by enterprise and the government action, as so as the characteristics of the dispatch agencies and the dispatched labors. The emotional feelings such as belonging sense, work enthusiasm and loyalty to the enterprise are important drivers for work performance of the dispatched labors. Simultaneously, there is a significant positive correlation between emotional feelings of the dispatched labors and their work situation in enterprises.On the basis of above analysis, countermeasures such as how to live together with the government, dispatch agencies and dispatched labors, and how to transform the way to manage dispatched labors are put forwards for enterprises in this paper. The management process is integrated through dividing the specific work of HRM between dispatch agency and enterprise. Finally, different incentive plans for each type dispatched labors are proposed based on classification of them according to the characteristic of their job, with the purpose of exciting the dispatched labors to improve their performance, so that the advantage of labor dispatch can be exerted in a possible maximum extent in enterprises.
