At present, China's employment problem is a worldwide problem. Facing this problem, Premier Wen Jiabao in "Government Work Report of 2009" pays special emphasis on "doing everything possible to promote employment, implementing a more active employment policy." According to China's specific national conditions, labor dispatch provides a new solution to China's problem in the changing employment structure background. The 21st century is knowledge-based. Human resources allocation has become particularly important. Labor dispatch is showing vitality as a scientific and rational human resources allocation. Basing a lot of research, as well as my work experience in the China International Enterprises Corporation Company, I think labor dispatch is the human resources science development trend. It is very helpful to solve the employment problem. This proposition is worthy of study, and of great significance.This paper uses multi-disciplinary integration, the combination of qualitative and quantitative and multi-angle comparative analysis and so on. Basing a number of seminars and field research, through the status analysis of China's labor dispatch, this paper list the following problem which China's labor dispatch existing now: the lack of legal protection, the uneven quality of labor-dispatching agencies, neglecting of labor protection policy, the poor stability of dispatch-workers working. Combined with management science, economics and other theories, this paper finds the root of the emergence of these problems is: the labor market of the severe imbalance between supply and demand, the profit-making institutions of the employing units and the dispatch agencies, the relatively worse legal status of dispatching-workers than the official workers, lack of legislation and so on.On this basis, I take J company for example, Based on the understanding of J company, labor dispatch service processes and content, this paper analyses the domestic labor dispatch and operation mode, explains the existing company problem including the lack of choice of services initiative, the lower level of participation of the dispatching worker in the job seeking process, limited developing space of available career, the lack of staff stability, low-quality jobs and so on. Then I use it as a breakthrough point to analyses a number of theoretical and practical aspects and provide some advices including establishment of a comprehensive system to protect system, the building of a harmonious labor relations, the establishment of training system of the the dispatching-labor, and vigorously promoting of the labor dispatch. This paper is helpful not only for the labor dispatch practice, but also for the theory of traditional dispatch services.
