| Eco-industry is a network-evolvable industry which is organized based on the carrying capacity of ecology system, according to the principle of ecological economy and knowledge economy ,with high economic process and harmonious ecological function, the material and energy is multi-level used by having two or more production systems or the within the system. Jinan Iron and Steel Group is an extra super-large integrated corporation which is trans-region, cross-sectoral and cross-national, the main production processes are coking, sintering, pelletizing, ironmaking, steelmaking, rolling and so on, it has four iron and steel production plants and 20 non-steel subsidiary, and the annual steel output was 11,210,000 tons of in 2007, which ranks No.9 in all iron and steel enterprises.On the basis of comprehensive study of domestic and international eco-industrial researches and the practices, this paper mainly adopts many technical methods such as survey, cleaner production audit, industrial metabolism analysis, nonmaterial and life cycle assessment, environmental economics and ecological design, eco-efficiency analysis, and so on, to obtain a comprehensive and scientific analysis of the inputs and consumptions of materials, energy, water in the entire production process of the Group, and to identify the links of producing pollution and dischardging pollutants in the production process and sewage volume, and it can establish the quantitative relationship of material metabolism, energy flow, the cascade use of water between the Group and its supporting iron and steel production projects ,to provide an effective support system for the structure of eco-industrial chain network. Focusing on the researches as follows:(1): introduce the pollution survey of existing production processes in the Group, analyse the major pollutants produced in the the main production process in the Group, and study the existing pollution prevention and problems of environmental management.(2): Analyse the developing situation of the existing cleaner production and circular economy in Jinan Iron and Steel Group, construct preliminarily the network of circular economy in the various plant groups, as well as between the plants and form the basic pattern of recovery and recycling use; analyse the problems and lacks of existing resources integrational use.(3): Discuss the composition of Eco-Industrial Index System, and discuss the types and characteristics of mode of eco-industrial operation, drawing on advanced domestic and foreign cases. Build indicators of eco-industrial system combining the characteristics of the Group, to establish the model having the characteristics of "three creations, four high and three cooperation". |
