In past years, a developing model called cycling economy has been focused broadly by scholars of economy theory, and successfully implemented into various industries. For the steel industry which has high resources burning rate, the development and application of cycling economy is significant, additional this is a inevitable direction for iron. In this paper, the application that cycling economy model implemented into china steel industry been selected as research object, via benefit analysis and case investigation, make sense of economic value by bring cleaning manufacturing and Eco-industrial park in manufacturing process of steel industry's cycling economy.In this paper, trying to study currently status of development about cycling economy within china's steel industry by using SWOT model, additional, to investigate two central developing models cleaning manufacturing and Eco-industrial park in steel firm which implemented cycling economy concept.
