It's inevitable for a society to develop to a certain degree that iron-steel enterprise must develop circle economy. In this paper, a calculated circle-economy mode was built on the first step, which would practically leading iron-steel enterprise to develop circle economy.Firstly, the history of iron-steel enterprise developing circle economy was studied. Then, some points could be brought up by comparing circle economy theories with the related theories such as system science, and industry ecology science. These points were that the reuse of material was the core of the theories of circle economy, and that iron-steel enterprise developing circle economy was to utmost use the environment resources which practically was improving the craft, and reducing energy depletion.Secondly, the concept that the final products of iron-steel enterprise would be sent to two kinds of circulations was proposed based on the'3 R'principle of circle economy. Then, the circle-economy mode of iron-steel enterprise whose basic frame was the two kinds of circulations was built based on the traditionally linear materials-flows mode of iron-steel enterprise.Third, the concept of threshold of circulation rate was proposed by analyzing the circle-economy mode of iron-steel enterprise which pointing that whether increasing the circulating material of the first circulation or reducing the circulating material of the second circulation would attain the purpose for iron-steel enterprise to develop circle economy.Finally, the circle-economy mode of a steel plant was built. Then some conclusions for iron-steel enterprise to develop circle economy could be got. Discarded iron and steel should be increasingly bought as the raw material. The technique innovation should be proceeded to improve the craft, and to reduce the unqualified rate of work preface products. The unqualified products which had already appeared should be made to circulate in the iron-steel making process as far as possible to increase high-additional-worth final products, and to reduce low-additional-worth middle products. Craft discipline should be strictly controlled which wouldn't let the unqualified products of the work preface before flow into the next work preface.Certainly, in this paper, a calculated circle-economy mode was built on the first step, and many things haven't been involved. The mode should be perfected gradually.
