Based On The Independent Innovation To Research Performance Appraisal Of State-owned Enterprises

Enterprise performance evaluation refers to using scientific and standard methods of evaluation. According to certain evaluation criteria, through analysis and judge the evaluation index system that has been set based on the business goals, then make an judge on the operational effectiveness and business performance of the business in a certain period, So as to provide basis for stakeholders ,Promote the enterprises to improve management and enhance economic efficiency.At present, independent innovation has become a hot topic, the party and the country has attached great importance on this innovation. The chairman Hu Jintao pointed out the building an innovation-oriented country at the 2006 meeting of the national scientific and technological workers. The calls that "enhance the capability of independent innovation, build an innovation-oriented country"," speed up the establishment of regarding the enterprises as the mainstay, market-oriented technological innovation system" has also been proposed at the seventeenth report. State-owned enterprises are the leading force of China's national economy, especially the central enterprises and provincial governing enterprise. Because of their larger talents, resources, technology and other advantages, Chinese enterprises should become the main leader of independent innovation system. But the reality is the problem that most of state-owned enterprises are the lack of the capability of independent innovation. The fundamental reason lies in the lack of appropriate mechanisms to encourage and promote independent innovation of state-owned enterprises.However, in the existing regulatory mechanism, the independent innovation mechanism and performance evaluation mechanisms of the state-owned enterprises are the binding to each other, influence on each other. Therefore, from the checks and balances interactive perspective of independent innovation mechanism and performance evaluation mechanism of the state-owned enterprises.To explore the scope for encouraging independent innovation of state-owned enterprises to improve performance evaluation mechanisms, it is particularly important.Based on independent innovation and performance evaluation research as a research starting point, based on the relationship between the two as the research object, with theoretical and empirical proof of the two methods in this article, we prove the necessity and feasibility of state-owned enterprises performance evaluation mechanism based on independent innovation. This article first reviewed the relevant theory and research of the independent innovation and performance evaluation, and on this basis to define on the relevant concept; Secondly, we analyses the relation between the independent innovation and performance evaluation, and construct the performance evaluation mechanism based on independent innovation of state-owed enterprises. Simultaneously regarding the two companies as an example, we perform the empirical studies on the feasibility of the model. Finally, in view of the above questions, this paper presents some recommendations for the state-owned enterprises to improve the performance evaluation system.
