With the world entering the age of high-tech and information, the capability of independent innovation has been increasingly becoming a significant indicator of one country's comprehensive strength and modernization. Since reform and opening, state-owned enterprises, as the pillar of national economy, especially large and medium-sized enterprises have narrowed the technology gap with developed countries and promoted the development of national economy by introducing advanced foreign technology and management experience from abroad. However, due to the lack of independent innovation capability, the state-owned enterprises not only rely mainly on imports of key equipment and technology, but also have no independent intellectual property rights in many high-techs, which lead to the lower marginal profit of state-owned enterprises and constant exploitation by foreign capital in international competition and the distribution of benefit. The lack of independent innovation also endangers the sustained development of state-owned enterprises. To increase the independent capability of innovation is an inevitable choice for state-owned enterprises to improve their international competitiveness. Therefore, the study on independent capability of innovation is of great theoretical and practical significance.Based on the innovation and core competence theory, this study carried out theoretical research and survey work through the normative analysis, empirical analysis, case study, combined with AMOS and SPSS statistical analysis software application. The evaluation system established in this dissertation synthesizes latest management theory at home and abroad, combining innovation theory and the features of state-owned enterprises, international experience and domestic situation, qualitative and quantitative analysis, and considering all the resource and management factors affecting independent capability of innovation. Using this evaluation system, I conducted questionnaire survey of 134 state-owned enterprises and AMOS data analysis of 10 million sample data, which gives a fair and objective evaluation of the resource factors, management factors and the overall situation. The results show that (1) Among resources factors, fund and vendor resource is relatively abundant, while manufacture-learning-research cooperation resource is in short supply (2) Among management factors:the situation of leaders'quality and enterprise strategy approval is fairly good, while development process management and IT application are the weak links; (3) Most enterprises emphasize the construction of enterprise culture in two aspects of innovation and collaboration, but the establishment of supporting incentive mechanism gets less attention.This dissertation conducts empirical analysis to measure the impact of those factors on independent capability of innovation using SEM method. In the research, several important attributes are detailed, with the aim of finding the larger sub-factors. Through structural equation model, this chapter gets the influencing degree of state-owned enterprises'independent innovation ability on different factors; finally compare the investigation enterprises'overall situation to these factors, with the aim of finding common problems in the innovation process. At the same time, the strategy of fostering and enhancing independent innovation capability of state-owned enterprises is discussed and some suggestions for establishing supporting system are put forward. To foster and enhance independent innovation capability of state-owned enterprises, the enterprises need to increase R&D ability, conversion ability, marketing ability and management ability. The supporting system can be established by starting from law, scientific technology, financial security and personnel training, which should also be combined with relevant government policies and the present state of state-owned enterprises should also be considered. The case of XX automobile company is also studied in order to explore the way of improving the independent innovation capability of state-owned enterprises. Finally, relevant counter-measures are put forward, which can be used as reference by the government to formulate encouraging and supporting policies of independent innovation capability.
