On The Strategies Of Bin Zhou City To Adjust The Industrial Structure Of Agriculture

Issues concerning agriculture, rural areas and farmers are very important during the course of reform and development. Rapid progress has been made in the field concerning rural areas since China adopted the policy of reform and opening up to the outside world. but now our cause are facing more challenges : the ongoing international financial crisis have had great impact on the development of the agriculture and rural economy; the world food crisis forces us to keep alert on grain product; the problems concerning agricultural product quality and safety arises; the farmers incomes grow slowly, etc.This thesis will take the agriculture-oriented Bin Zhou City as a case ,probe the common concerns that the cities the like are interested in in the coming years and decades: Despite the facts that some progress has been made in the field the strategic adjustment of agricultural structure, that the thriving and encouraging prospects is to take into shape ,however, the thesis will also point out that the measures of the strategic adjustment need promoting, and that the slow progress in the above-mentioned areas can cause some difficulties in rooting out the problems in the development of the rural areas fundamentally.This thesis offers the following arguments: the location of the Bin Zhou City which locates between Bohai-Rim Economic Zone, Tian Jin Bin Hai New Development Zone and the Yellow River Delta grants the people of Bin Zhou an opportunity, the large-scale of economic development in these areas will surely offers the Bin Zhou City another previous opportunity, we the people should and will seize these opportunities; the city government of Bin Zhou should adopt the new development strategy and abandon the old and outdated one that sticks to the doctrine "Agriculture for agriculture's sake", the department concerned should actively develop the market-oriented agriculture and promote the competitiveness of the agricultural products; the Bin Zhou city should take practical steps to promote vigorously the industrialization of the agriculture, to develop "super-organic" food by combining with the standardization of the production ;the focus of the efforts to enhance the development of agriculture should be shifted to the industrialization of Bin Zhou's agriculture ,and rural areas, to the adaptation to the city-country integrate system and to the building the socialist new rural areas; the suggestions that this thesis will offer will be helpful for other lee developed cities like Bin Zhou city. This thesis can be divided into five chapters. Chapter I Introduction. In the introduction ,the background of choosing this subject, the significance of the research ,and the practical value of this subject will be discussed; Chapter II The Theories of the Agricultural Structure,: the definitions of the The Theories of the Agricultural Structure, the criteria of the reasonable agricultural industrial structure and the real conditions in the developed countries and cities about the similar subject. Chapter III the reality of Bin Zhou's adjustment of agricultural structure and the problems that existed concerning the cause of adjustment. Chapter IV the urgency of Bin Zhou's adjustment of agricultural structure, this chapter will argue from the following aspects: the urgency to encounter the challenges that go with the ongoing international financial crisis, the call of promoting the rights of the transfer of the contracted land and the response on how to cope with the t development of Bohai-Rim Economic Zone, Tian Jin Bin Hai New Development Zone; Chapter V,the strategies of Bin Zhou city. in this chapter ,the thesis will offer some suggestions for Bin Zhou government to follow ,and also some suggestive steps for Bin Zhou to take to adjust the agricultural structure.This thesis have discussed the urgency and the necessity of the adjustment of agricultural structure. By combining with the ,policy that is connected to the transfer of the contractual rights of land and analyzing the approaches to the enhancement of the adjustment of agricultural structure., by exploring the opptunity that the large -scale development of the Bohai-Rim Economic Zone, Tian Jin Bin Hai New Development Zone and the Yellow River Delta that will offer ,this thesis will offer some possible and practical strategies for Bin Zhou authorities to follow.The innovative points in this thesis will the following: the Sanlu Milk Powder incident have brought about the issues of food security; this thesis have advocated the policy of strengthening the standardization of agricultural products.
