In the earlier middle ages, the Western Europe Continent secular society was given birth to the idea of pursuing commerce. Some pepole who live on it regarded commerce as their most important sustentation of living.But at that time, the number of merchants was very small,most people didn't consider commerce as an important occupation. At the same time, the secular sovereignties of Western Europe Continent held that the commerce was property of the crown,they considered that developing commerce was the privilege of the king. So the crowns all regarded themselves as the protector of commerce.From 11th centuries ,as the economy was undergoing a revial,the idea of pursuing commerce and the market consciousness of lords and peasants was universally developed. At the same time,secular seigneurs inherited the concept of commerce of their forefathers,they also regarded themselves as the protector of commerce,their merchantilism was firstly emerging.The commerce prosperity urged the management ideas of merchants to become maturity.And the merchant's concept of wealth was gradually changed, successful merchants began to invested in industry, many industy enterprises were established,especially in the woolen industry, the management ideas in that industry was advanced at that time.The medieval commerce was highly protected, the governors of cities and the secular seigneurs were willing to implement commercial protectionism, but their concret measures were different,the formers' were more exclusively than the laters'.
