Along with the gradual pace of economic globalization accelerated, and the degree of world economic integration has been strengthened, cross-border strategic alliances are increasingly being favored by domestic and foreign enterprises. Through realizing the resources, markets and technology sharing between cross-border strategic alliances enterprises, competitiveness has been continuously improved. With China's accession to the World Trade Organization and its accelerating pace, China's markets open up further. Foreign large-scale enterprises, having a competitive advantage, are also being carried out strategic alliance with our companies. They are struggling for sharing with China's domestic markets and resources, and to compete in China. At the same time, the process of internationalization has been accelerating in Chinese enterprises. And through the road of strategic alliances, they could have a rapid development to enhance their own strength, to increase their competitive strength and abilities.In this paper, the author discuss around the evaluation about performance of cross-border strategic alliance. And under the guidance of the theory of cross-border strategic alliance, with the hand of the basic evaluation methods and also creatively introduced fuzzy mathematical model for the selected case (China Maanshan Iron & Steel Co., Ltd. and South Korea POSCO company) , the author conducted a performance assessment and comparison. In addition, by comparing the results of the case of Chinese enterprises, the article also discussed the question existing in its cross-border strategic alliances, and put forward constructive suggestions against the problem.: First, Ma-steel should focus on study, reduce dependence on foreign allies, to avoid the blindness of alliance; Second, set up the distribution system to coordinate the relationship of competition and cooperation between the domestic and foreign counterparts, to prevent the inequity; Third, strengthen cooperation with the domestic peer steel industry, to have technical exchanges and cooperation, make full use of domestic resources, reduce external dependence and costs. Fourth, pay attention to nurture their own core competencies and enhance the competitiveness of enterprises; Fifth, gradually evolve the league goal and achieve mode diversified; Sixth, pay attention to set up risk prevention mechanism.
