Current Major Problems And Countermeasures Of Rural Labor Quality

The development of modern agriculture, more and more depends on agricultural technological progress and quality improving of rural labor. Rural labor is the main body of agricultural production, and the quality of rural labor is the key factor of the rapid development of rural economy. The central government rural working conference in 2004 pointed out that the key of constructing the well-off society in all round way is in countryside. To build a moderately prosperous society in an all round way, it is an important task to promote an overall prosperity of rural economy, raise the income of farmer and coordinate the economic and social development in urban and rural areas. There is not the national people's rich life without farmer's rich life and there is not Chinese modernization without agricultural modernization. However, on the present stage, the population base of our country is big, the overall quality of labor relatively low. It does not meet the needs of agricultural industrialization, rural industrialization, and the rural urbanization. It is also restrict the realization of well-off society. So accelerate the process of agricultural industrialization, rural industrialization, and the rural urbanization and urban-rural integration, it is necessary to speed up the development and utilization of human resources, improve rural labor force quality. It is also the fundamental guarantee for speeding up the agricultural and rural economic structure, enhancing agricultural competitiveness and realizing agricultural modernization and agricultural marketization.This paper stands on the current situation of our rural economy, studies on the cultivation of rural labor force quality and points out the existing problems of our rural labor force mainly include the general low level of cultural quality and management; the low quality of vocational skills, ideological quality and physical quality; lack of market risk consciousness, policy idea and legal sense.And at last, according to the above problems, this paper advances some countermeasures and suggestions. First, improve the overall quality of the vast countryside through changing the existing rural labor force into intellectual resources. Second, speed up the transformation of agricultural scientific and technological achievements through advanced extension means and flexible and diversified generalization forms, in order to achieve the object of accelerating agricultural technical progress and economic prosperity in rural area. And accordingly the development of agriculture and countryside could rely on scientific and technological progress and the improvement of the quality of agricultural workers, mighty accelerate the process of agricultural modernization.
