The Institutional Issue Study Of Expressway Administration In Gansu Province

This Paper is completed in the context of the advanced experiences and practice from both domestic and overseas, based on the status-quo of the expressway development in Gansu Province, referring the expressway network planning, sticking to the principles of practical theory application, adopting the latest theory and practice of the expressway administration both in domestic and abroad, the systematic studies on the institutional issues of expressway administration have been conducted finally, and the raising up with a basic idea on reforming existing institutional system of the expressway administration.The first, The paper analyzed the status and history of the of the national expressway administration in China, based on such analysis the basic target and principle also have been studied for the future following up, meantime the national reforming framework also been raised up from four dimensions which are management, supervision, operation, and business. Secondly, the theory and methodology also been studied in this paper in order to lay down a solid theoretical basis for the following up researches as well as theoretical necessities and feasibilities. The third, through the summary and analysis of the status and issues of expressway administration in Gansu, certain malpractices and maladjustment have been discovered, to justify the reform necessity. The last but not the least the provincial expressway administration system reform studied proposed the basic thought, format, and execution method for the such reform with sufficient researches and analysis of the development of such institutional system in Gansu Province.
