People's Republic of China is a country, whose land is owned publicly by the State, and the ownership is not permitted to be transacted in the land market. Nevertheless, PRChina builds up the LURs system which promotes the urban land market and urban land efficient use and rational pattern.The open-door policy in the 1980s, bring a great change to most of Chinese cities in nearly all aspects, especially the urban land use visage changing with each passing day quickly. It is the land developing and urban land market that contributes to the social-economic prosperity. Due to the land public ownership, local government monopolizes the urban land supply. So, in order to balance the supply and demand of urban land and promote the land efficient use with fair transaction, at present, PRChina employs market mechanism in the urban land market (particularly in the first level land market), and the current land laws and policy encourage opened land transact with fresh LURs granting, such as bidding, auction, and listing. The fresh land transaction manners are good to set up a competition environment to different land users, so as to shape rational price mechanism on land price determination.With the continuously increased investment on urban land and the development of the urban itself, urban exploitable land space has been reduced rapidly recent years. To meet the demand for land, the local government begins to initiate massive land acquisition and requisition both from rural area and urban existing area. Xi'an these years acquired and stored many lands to supply. But their headache problem also came together. The land acquirement and basic development before land supply to market need a mass of finance, and nearly all the money they invested in these two works are borrowed from banks. The financial policy and loan interests leave a heavy burden on their further land storage capability. The land basic development is also unsatisfied with long period which is affecting the timely land supply.This research, based on studying Chinese land policy and running mechanism of first level land market, investigate the case of Xi'an urban land market practical running mechanism and work process. Do effect analyzing from different actors and the running mechanism of the market. Try to find out the possible measurements to better the present situation. Finally propose a new scenario to improve and streamline the land storage and supply and do the feasibility analyses from main actors' benefit. This research hopes to provide Xi'an government some corresponding measures perfect the urban land market mechanism on land storage and supply, and contribute to the government's control and administration on urban land market.
