Urban land is the basis of social activities and economic activities in a city. Meanwhile it is also a precondition of the city's socioeconomic development. With the rapid development of society and economy in China, the issue of the urban land use has become a key matter. A study of urban land utilization is conducted in this dissertation. Having analyzed the failure in market mechanism of urban land use and government regulation in China and based on the public interest nature of land use and the existing land property structure, a governance theory is introduced in the study of urban land use in this dissertation.Based on reviewing and summarizing a plenty of existing relative studies about governance theory and on the theory and practice in urban land use together with the related methods, main work that has been done in this dissertation includes three main points. Firstly, what is revealed in this dissertation is that urban land use governance is an effective way to fulfill sustainable development of a city. It is recognized through coordination between entities of benefits resulting from governance and analysis of coincidence in entities'objectives with that the governance on the urban land uses is an effective way to realize a sustainable development in cities. This finding lays a sound foundation for governance-based urban land uses, and provides a new look into sustainable development of urban land uses.Secondly, an urban land use governance theory is proposed and its application is further investigated in this dissertation. Having analyzed characteristics of urban land use governance, a governance-based theoretical frame for urban land uses is formed in this dissertation, including multi-governance entities with their cooperation with one another, multi-governance means and system design. Based on urban land use planning, urban land expropriation, urban land requisition by purchase, land consolidation development, urban land sale and so on, a series of new thinking, regulations and procedures are developed.Lastly, an index system for performance evaluations of land use governance is proposed and some possible reasons for its failure are analyzed in this dissertation. Avoidance and elimination of failure in management and treatment in terms of efficiency and the environmental construction is analyzed in this dissertation. Some suggestions on how to upgrade efficiency in the management and treatment of urban land are made and some important details on the construction of political and legal environment of management and treatment are thus analyzed in this dissertation.
