Research For New Country Construction In Lishui Mountainous Area

First to expatiate the background of the times and common theory problems of the ongoing new rural construction, then theory with practice,analysising the whole developments of Zhejiang province and lishui city, the Opportunities and Challenges we are facing, Favorable conditions and constraints existed. On the base of analysizing the status quo, the causes, development trends of three rural issues in the whole country ,Zhejiang province and lishui city, that is to solve the problem of new rural construction in lishui city by research, to get the experience which the author think that is valuable.This article divided into five parts:Introduction part: discussing the background and significance of this article, literature and research results at home and abroad, illustrating research ideas and frame structure of the article, the research way used and innovation as well as shortages.The second part is the analysis of basic theory for new rural construction. Detailed expatiating the meaning and necessity of new rural construction,the theory research results of rural construction at home and abroad, then analyze the causes of three rural issures, point out the importance and urgency to advance the new country construction. and point out the important issures of new country construction that need to be solved.The third part is to analyze the Status quo of new country construction in lishui mountainous area. First to expatiate the common characters in whole country's rural area, the partial characters in western rural areas and lishui rural areas, comparing them to get the outstanding achievements in the past tens of years, but many issures existed,and analysis the isures existed.The fourth part is to analyze the causes which restrict the development of new rural construction, the reason for slowly developing is various,not only the impact of external environmental conditions ,but also their own internal factors. how to develop the rural economy and what should government do are worth to be explored. In the new rural construction, government should solve the external environment issures in rural economic development, Let the sunshine of public finance to the rural, make efforts to achieve the equalization of public services. in southwest mountain area in Zhejiang province, dispersed population in rural is the main problem,therefore, promoting the migration of poor farmers as well as the agglomeration of population and industry is one of the effective means to promote new rural construction. The fifth part is the idea to promote the building of new rural in lishui mountain area, this aricle summarize the rural development experience in different periods, on the base of learning from advanced international practices, treating "developed production , well-off life, civilized ethos, clean village, democratic management" as the goal, Combined with the lishui actual, puting forward the policy ,measures and suggestions of new country construction.
