With the economic and social development of China, the electricity power will be in the rapid development of larger scale in a longer period of time. China is a large agricultural country, and has large rural area population. Rural area is far from the power plant, substation and power point, which causes the transmission burden. The Chinese power grid has put forward some upgrading project, but there are still many problems in economy, technology, and it is urgent to find new solutions. Rural areas are rich in small hydropower, low-speed wind power and solar energy resources. Rural microgrid systems can fully promote the distributed energy’s access in rural areas, optimizing the energy structure of new countryside, and solve the electricity power shortage problem in rural areas, which is of profound significance.In recent years, Zhejiang province has published good distributed energy policies, and has successively completed and put into operation a large number of wind power, photovoltaic power generations and biomass utilization of distributed energy projects. Due to the reasons such as weak related industry foundation, the distributed energy development of Lishui grid lagged behind other areas in province. Lishui is rich in water resource and the hydropower development rate of Lishui has exceeded 80%. Besides, its biomass energy, wind energy and solar energy resources, and has great development potential. Therefore, to solve the contradiction between supply and demand of electricity power, Lishui’s rural area should actively develop other kinds of distributed energy except water, such as wind, solar, biomass, geothermal energy and so on. And microgrid is the most effective way to make full use of distributed energies.Firstly, this paper summarizes the development of distributed energy resources and microgrid, and puts forward with the necessity of microgrid project construction in Lishui. Secondly, combining with Lishui power grid development planning, this paper make concrete analysis of Lishui’s distributed energy development situation, key arrangement and related engineering, which provides basis and lays the foundation for the rural distributed energy and microgrid engineering practice of Jinyun county as an example. Moreover, based on the analysis of distributed energy supply, power grid supply and demand analysis, project development condition, social outlook and the local government economic development planning, Jinyun county should appropriate construct the PV-based microgrid, which mainly consist of photovoltaic generation system and battery storage system.The selection of PV array and PV module is selected, and the energy storage battery is selected. The discharge simulation of the lithium iron phosphate battery is carried out, and the parameter selection is carried out. A distributed power access control system is proposed, which is used for maximum power tracking, and the feedback is improved. The result shows that the tracking effect is good.Then, this paper designs and makes simulation model of photovoltaic generation system and battery storage system, and puts forward of distributed power supply device access control system. Finally, this paper makes analysis of operation control and energy management system of Jinyun county’s PV-based microgrid, including microgrid control strategy, conversion control between on-grid and isolated situation, key devices of operation, microgrid main control system, central control platform communication analysis and The communication interface is designed.
