The new round of reform of Rural Credit Cooperatives (RCC) started in 2003. Based on historical experience, the reform lies in dual objectives: the first is to better serve for Agriculture, Rural and Farmers; the second is to achieve RCC's sustainable development. The issue of Agriculture, Rural and Farmers has always been crucial task of the Communist Party and the state. Therefore, as the main force in supporting agriculture, it is the historical mission for RCC to serve for agriculture. No matter how RCC reforms, the aim to better serve Agriculture must not be changed, which is related to both political and social issues. However the realization of RCC's commercial sustainability is the protection and basic premise to bear the obligation of supporting agriculture, but we mustn't sacrifice development of RCC for account of one-sided emphasis on agriculture. However, there are contradictions between the dual aims. But with the improvement of subjective and objective conditions of rural credit cooperatives, there is possibility to ease or even eliminate the contradictions. This paper selects the data during 2004-2008 from four Rural Credit Cooperatives with different organizations in Anhui Province, then studies the correlation between the role of RCC to serve Agriculture and commerce sustainable development since the start of current RCC's reform, hopefully explores whether the conflict between the dual goals can be reconciled in practice and the implementation of the dual goals can be achieved.This dissertation applies the business achievements to appraise RCC's ability of commercial sustainable development, and adopts using factor analysis to evaluate the integrated scores of the sample RCC's business achievements, and then builds the evaluation index of RCC's supporting agriculture to evaluate the sample RCC's efforts to serve agriculture. Finally the correlation analysis between the business achievements scores and the supporting agriculture scores are carried on. The correlation analysis demonstrates there are no remarkable inverse correlation between the business achievements scores and the supporting agriculture scores, explaining that the dual goal's contradictions have appeared easing in practice, in other words, the dual goals of RRC's reform can be realized simultaneously. In the future, along with RRC's management structure further consummation, management level unceasing promotion, and the feeble status of agriculture's gradual reverse, as well as government necessary mechanism gradually perfect, the conflict between both will further weaken, and will melt completely at last.This dissertation is structured as follows:Chapter 1, Introduction. This chapter discusses the research background and significance, literature review, research methods and technical route, possible innovation and disadvantages.Chapter 2, Recall to the reform process of Rural Credit Cooperatives. Based on existing studies, the course of the reform of RCC will be divided into four stages, this chapter focuses on the new round of RCC's reform started in 2003, discussing its process, path, the main features and current resultsChapter 3, Dual objectives of RCC's reform. This chapter discusses the meaning of dual goals, as well as the relationship between the dual goals in theoretical analysis.Chapter 4, Evaluation to the commercial sustainability of RRC. This chapter adopts factor analysis to appraise the sample Rural Credit Cooperatives'integrated scores of the commercial sustainability.Chapter 5, Evaluation to the efforts to support Agriculture. This chapter builds up the evaluation index of RCC's supporting agriculture to assess the sample RCC.Chapter 6, Correlation analysis on the scores of commercial sustainability and the efforts to support Agriculture. This chapter draws the conclusions of correlation analysis, then bring forward to the causes of the conclusion.Chapter 7, Countermeasures and recommendations. This chapter brings forward to countermeasures and recommendations on the causes.
