Research On The Formation Of Chinese And Foreign Technology Alliances Under The Condition Of Government Intervention

As a result of the growing trend of economic globalization, enterprises must put themselves into international competitive environment, which is in a high degree of openness, and learn to both cooperate and competition, in order to get a revolutionary innovation and maintain long-term competitive advantage. In line with this, many enterprises began to attach much more importance to cooperation with each other since 1980's. This is a major change in the form of enterprise technology innovation. Because technology alliance is the most important form of organization, the academic research on technology alliances is increasingly developed and became a focus on both technology alliance organization theory and management practices.Therefore, this paper takes the game theory as basis analysis tools, analyzing the relationship between the host government, advantaged enterprise and disadvantaged enterprise by starting with the discussion of the technology alliances' dependence on government policies. Based on the existing research, the main research contents and conclusion are as follows:(1) This paper discusses the relationship of players and their interaction in the game, and the important role of government during the formation of Chinese and foreign technology alliance, which is the basis of the following models. In game, The Government's aim is to raise the level of technological innovation throughout the community; the goal of disadvantaged enterprises is the formation of technology alliances through access to technology learning opportunities and government support, and the main purpose of the advantaged business is the adoption of technology alliance to expand its production scale, and get more profits.(2) Based on the theoretical analysis, this paper models a tripartite game process which validates the strategies, conditions and possibilities. Meanwhile, the paper discusses the necessity of the government's intervention in the game and the methods of government to help enterprises to achieve cooperation by changing initial conditions of both sides.(3) By taking the technology alliance between Nuclear Power Technology Company of China and Westinghouse as an example, this paper conducts an in-depth analysis of this technology alliance, states the reality of the decision-making process, and highlights the role of government.(4) Against the development of the formation of the technology alliance of the current status, and based on the conclusions of the former study, the policy measures and institutional arrangements for government to promote the formation of technology alliances are given.
