Deepen the understanding of basic content and the spiritual essence of scientific outlook on develo ~2pment; apply the comprehensive assessment system of scientific outlook on development. The important aspect is to establish the Human Ail-Round Development comprehensive assessment system that accords scientific outlook on development. The human-oriented is core of scientific outlook on development. The Human All-Round Development is the highest standard. Consider the fundamental interests of the people as the Starting point and destination; make population growth and economic development, resources and the environment in harmony, make sure that will develop sustainably within the harmony of population,resources,economic and social. So that achieves the ultimate goal of the scientific development of socialism, which is the Human Ail-Round Development.The paper is divided into five chapters. The first chapter is the introduction. The second chapter expounds the construction of the index system of Human All-Round Development evaluation based on the scientific outlook on development. The third chapter is about the Human All-Round Development of evaluation model which based on weights method for screening. The forth chapter discusses empirical research on the Human All-Round Development of 10 sub-provincial cities of China, and proposes these policy recommendations. In the fifth chapter comes the conclusion.The major work of this paper is as follows:(1)This paper constructs the Human All-Round Development evaluation index system. According to the connotation of scientific outlook on development, based on the classic,high frequency which have occurred in the typical documents from the international authorities, by setting four layer guidelines of environment for economic development,environment for social development,the quality of life and quality of the population, we can collect 14 index to establish the Human All-Round Development evaluation index system that accords scientific outlook on development which reflect the principle of the harmony between people,the harmony between people and society,harmony between man and nature. Through collecting Gross National Happiness Index,years of education to execute the principle of the harmony between people; Through collecting the per capita GDP,social security coverage to execute the principle of the harmony between people and society; Through collecting per capita green area and other index to execute the principle of the harmony between man and nature.(2)The Human All-Round Development of evaluation model which based on weights method for screening. Through fuzzy clustering analysis, cluster weight of different weighting methods, choose critical point is not suitable for deleting the weighting methods of the subjects, then we can filter weights method. According to the filtered Weighting Method, determine an optimal combined weight by maximizing correlation between combined weights and every single weight. The Human All-Round Development of evaluation model which based on weights method for screening is finally established.(3)Human All-Round Development of Sub-provinces is evaluated. The Human All-Round Development of 10 sub-provincial cities of China is evaluated, put 10 sub-provincial cities in cluster analysis. Finally to find out the key factor that affects sub-provincial cities of China. Propose the policy recommendations according to the strengths and weaknesses of the key factor. This paper reflects the Human All-Round Development levels in different cities, and reveals development status. It is helpful for government at all levels to set out policies and measures and strategic plan of the Human All-Round Development.
