Corn as an important food, important raw materials for feed industry and processing industries, has played on an absolute advantage in production and trade. Not only that, the products which take corn as raw material have reached 4000, and this process continues the development. The comprehensive utilization of corn is growing and the industrial chain is extending. Corn industry has become the "gold industry." In the whole society and the rapid development of the national economy, the corn processing industry plays an enormous role. However, an objective fact in our country becomes a restriction to corn processing. They are our country with limited arable land, improving yields in short-term unrealistic and corn production first meeting the people to eat and feed. Therefore, our country should make moderate development for corn refining and maintain stability of the corn market.It is in the above background, this paper uses microeconomics, macroeconomics, management and industrial economics to analyze the status of corn refining industry as well as the insufficient of corn refining. And it studies on the relationship between corn market stability and the refining. At the current economic conditions, we should use a moderate development of corn refining industry and promote the industrial development. Mainly include the following:First, it analyzes of the corn market itself is in unstable dynamic equilibrium. Because of the supply elasticity is greater than demand elasticity in the corn market, once farmer plants corn impacted by natural or social factors, the equilibrium will be destroyed in accordance with cobweb model. Fluctuations in supply and demand will be more and more and the corn price will be exacerbated. This is not only affecting the peasant enthusiasm for growing grain, but also a serious threat to national food security. Our country can control the demand quantity from corn refining, so it can increase the demand elasticity of corn price, and the corn market can be stable.Secondly, the paper formulated corn the development of refining in our country. It includes what has been achieved: the rapid development, the enterprises growth bigger and bigger, products development and backlog consumption. The paper also lists the industry's main shortcomings: many of primary processed products, the industrial chain short, many smaller enterprises, small scientific and technological innovation capacity and competitiveness, a serious waste of resources and a lot of pollution. These problems are what our country focus on in the future. Thirdly, the paper analyses the United States corn refining industry. First of all, it analyses of the United States corn supply and demand in the market and formulates the development of refining industry, including efforts to develop fuel ethanol, a single change in energy consumption structure; adopting comprehensive development and utilization and increasing value-added in the corn products; doing scientific and technological innovation; extending corn refining industry chain and developing "recycling economy"; emphasis on the development of modern enterprise management system and efficient social service system. Finally, on the basis of the above analysis, the paper suggests we should take moderate corn refining industry, including: controlling our corn refining scale and promoting corn market stability; developing more corn products and extending the corn industry chain; enlarging enterprises to create industry clusters advantage; doing scientific and technological innovation and improving refining technologies; focusing on construction for raw materials and strengthening relationship between enterprise and the farmers.
