In recent years, along with the development of social economy and improvement of human's living, consumption of product oil and natural gas has increased rapidly, for which a high price was paid.Under the tremendous pressure, the logistics of energy have not been rationalized along with the further development of the national economy, for which management of energy corporation has been restricted. So, optimization for supply chains of product oil and the West-East Gas Transmission should be studied immediately.At the angle of system engineering, full advantage of resources of library and information of the network has been taken. On the base of a large amount of analysis about references, conception,origin,function,development of the Inventory and Transportation Integrated Optimization (ITIO) are analyzed.In this paper, under the backgrounds of analyzing product oil distribution, at the angle of product oil distribution actuality and problems existed in product oil logistics, distribution mode of product oil logistics has been analyzed, integrative management of product oil distribution system is proposed, and an ITIO mathematic model of product oil is established.In this paper, under the backgrounds of the West-East Gas Transmission supply chain management, the exact attribution of Vendor Managed Inventory (VMI) contract in West-East Gas Transmission supply chain is illustrated. By comparing traditional natural gas supply process with natural gas supply process under VMI contract, an ITIO model with lead time under VMI contract is established. The datum with different parameters and the long-term average overall cost created by the implementation of strategies are obtained by numerical simulation. The average total cost of the supply chain is reduced by keeping the relative stabilization of the implementation of strategies. This paper provides a technical support and insight into strategies selection and decision-making of the West-East Gas Transmission supply chain.The innovative works of this dissertation are summarized as follows:(1) Innovation on research methods: ITIO strategy is firstly introduced into product oil distribution system, a two-echelon distribution system of many distribution centers to many terminal users is studied, and a mathematic model is established in this paper. By comparing traditional natural gas supply process with natural gas supply process under VMI contract, the exact attribution of VMI contract in the West-East Gas Transmission supply chain is illustrated. ITIO strategies under VMI contract is firstly introduced into West-East Gas Transmission supply chain, a three-echelon supply chain system is studied, and a mathematic model is established. (2) Innovation on theoretical contribution: This dissertation has considered ITIO with user-waiting-cost in a three-echelon supply chain system as well as Lead time, and a mathematic model is established, which is unexplored but fairly worth discussing. In a sense, the paper advances the ITIO-related research, and therefore has both theoretical value and practical significance.
