Research On The Reasonable Way Of Grain-reserve Under Grain-security System In Sichuan Province

The grain, which is the most basic means of livelihood for the survival and development of human beings, is crucial to the people's livelihood, the national economy and national security. Therefore, the grain security has been taken into account through the ages. The grain-reserves plays an essential role of "reservoir" and "stabilizer" in adjusting the undulation of the grain supply and grain demand and achieving the balance. It is regarded as an ideal approach for the government to control the grain market and it is an effective measure to solve the shortage between grain supply and grain demand. Given the grain-reserves helps to ensure the grain-security, how to utilize the grain reserves for ensuring the grain security has become a hot topic in the academics.As the only major grain-producing province in the western region of China, the grain-security in Sichuan province is an important component of the national grain security. The study on the size of Sichuan Province's grain-reserves, which helps to ensure the food security, will be representative to the researches on the grain security and the size of grain reserve in China.Derived from the general concept of grain-security and grain-reserves, this paper analyzes comprehensively on the status of grain-security and grain reserves in Sichuan Province, and the important impact of the grain reserves upon the grain security. With large amount of data and using a variety of methods, the study which considers the co-ordination about region and structure simulates the rational size of a grain-reserves to ensure the grain-security in Sichuan Province. The research, which is based on the analyzing the impact of grain reserves upon the grain-security, aims to develop the approaches to improve the grain-reserves management and ultimately to enhance grain-security level.
