Optimization Of Municipal Grain Reserve Management

As an important survival resource,food is not only related to the source of livelihood of residents,but also to national development and social progress.n recent years,food security has received widespread attention.Although China has a bumper grain harvest,the limited arable land resources and insufficient labor have affected food security.The 20 th National Congress of the Communist Party of China proposed: "We should consolidate the foundation of food security in all aspects,always firmly hold the Chinese people’s livelihood in our own hands,and require ensuring the security of the supply chain of food,energy resources,and important industrial chains.".The Central Economic Work Conference made important arrangements for "vigorously improving the security and security capabilities of food and energy resources.".Local grain reserves can stabilize food prices,adjust social balance,and play the role of "firewall" in ensuring local food security,Therefore,it is of great significance to strengthen the management of local grain reserves.Although the management system of local grain reserves in China is relatively mature,there are many defects and deficiencies in the actual management.Therefore,it is necessary to optimize the management of local grain reserves and further improve the management system of local grain reserves.In this article,through combing summarizes domestic and foreign scholars in the increase in grain reserves management research,by understanding the public product theory,government regulation theory as the research guidance,take the J city as an example,according to the empirical research approach,follow the "status-question-why " research train of thought,deeply understand the current situation of local grain reserve management and the following problems:First,the government pays insufficient attention to grain reserves,the scale of grain reserves is unreasonable,and the development of storage facilities lags behind;Second,the supervision is insufficient,the supervision method is single,the multi-management and repeated inspection increase the burden of enterprises and interfere with the normal operation of enterprises.In addition,the problem of finished product reserve enterprises is prominent and difficult to supervise;Third,there are defects in the management of grain reserves,including losses in rotation and substandard quality inspection.Through analysis,the main reasons for the above problems are:First,there are deviations in the cognition of the government departments to the reserved grain,the government lacks the toplevel design,the overall planning of the reserved grain is insufficient,the capital investment is insufficient,the grain administrative departments do not fully understand the objectives of the reserved grain,there are different interest demands in each management link of the reserved grain,and it is difficult to form a unified and effective opinion;The second is that the regulatory mechanism is not sound,the responsibilities of multi-sectoral management are not clear,the law enforcement force is weak,there is a lack of effective regulatory methods,and the regulatory system of finished product reserves has defects,which increases the regulatory difficulty.Third,the rotation mechanism of grain reserves is not perfect,and the grain quality inspection system is not perfect.This paper selects the municipal grain reserve in the local grain reserve management as the research object,combine the J City characteristics of the grain reserve management in this city,through comprehensive analysis of the current situation of the grain reserve management,and puts forward reasonable suggestions on the optimization of the local grain reserve management through strengthening the top-level design,improving the management mechanism and supervision system.
