An Analysis On The Life Path And Inflexion Point Of The National Strategic Industry

The national strategic industry (NSI) plays an important role in strengthening the national comprehensive power (NCP), and concerns the nation's economic lifeline and national security. It can effectively meet the national strategic demand, formed during the process of the nation's survival and development, and it is the leading industry to realize sustainable economic development and upgrade the industrial structure. So, we must face the severe challenges, seize the important strategic opportunity, and strongly develop the NIS, under the guidance of the comprehensive, balanced and sustainable scientific outlook on development.Drawing lesson from the concept of industry life cycle, this paper does researches and analysis on related issues of the national strategic industry's life phases, which makes the overall life path. The specific life path of the NIS includes the selection, formation, development, conversion and ending.Firstly, this paper analyses the selection of the NSI based on the NCP theory. We define the relevant factors of the selection and construct a 3S evaluation system model to analyze the selection qualitatively and quantitatively, which provides a reference for the selection. And we verify the rationality of the 3S evaluation system with the China Space Industry.Secondly, this paper analyses the principles of the formation of the NSI. On the basis of analyzing the principles of the formation of the related industries, we generalize the common attributes of the principle. Then, we put forward a historical view for the formation of the NSI by associating its unique attributes and common attributes; and conclude a positive feedback system model for the principle of the formation of the NSI by using the feedback principle of the automatic control theory; and with the model, we highlight the nation's dominate status during the formation process and that the nation should rightly realize and utilize the positive feedback attribute to make sure the NSI can be formed and developed successfully. .Thirdly, this paper analyses the development of the NSI focused on two issues, which are the cultivation pattern of the NSI and the industry competitiveness cultivation of the NSI. We clarify that the NSI must mainly adhere to the independent innovation pattern and supplemented by the second innovation pattern. And we put forward a 3Levels model for the industry competitiveness to make sure the NSI can develop with speed and quality. Forth, this paper discusses the conversion mechanism for NSI to leading industry and pillar industry, and discusses the ending of the life path, analyses the inflexion point.Finally, we summarize the paper, get conclusions and make relevant recommendations.
