Therefore, the circular economy is means sustainable development which is considered that the perfect economic model, which for the population, resources, environment, food and other multiple crises of the contemporary world with a universal scientific value and practical significance of human economic and social development.At present Chinese economic growth, resources and the environment is to promote the healthy development of economy and society to ensure that the development of circular economy, that is to solve Chinese economic development and resource environment, the basic contradiction between the path is a necessary requirement for achieving sustainable development. This article is about the development of circular economy in Germany and Japanese experience, and the development of circular economy for China's current status, proposed building a recycling economy of China's views.This paper is divided into four parts: the first part of the circular economy of the content, features and models, introducing the meaning of the circular economy, the development of the origin, basic characteristics and the development of circular economy in the world today are four main modes; second part of the status of China's circular economy, expounded the significance of China's development of circular economy, and describes the development of circular economy in China better areas of advanced practice; third part introduces the circular economy in Germany and Japan's development experiences and practices, and makes the comparison of circular economy among them; fourth part of the developement of China's circular economy, proposed to the Government's encouragement, market-oriented operation of enterprises as the main-stay of science and technology to provide support for the protection, with the society's broad participation in the circular economy development model.
