The balance between environment and development is an important symbol of the quality of the region's economic development. In recent years, with China's rapid economic development, China's resources depletion and environmental pollution are also increasingly grim situation. In order to fundamentally ease the pressure on our resources and the environment, on a new road to industrialization and achieve sustainable economic and social development, the paper analysis and studies the circular economy at home and abroad for the basic model, combines with China's economic development and the features of China's development and the development trend of circular economy, and designs the four modes of the circular economy. This paper is divided into three sections:The first section I set out the basic theory of circular economy. In the 1990s at the turn of the century, with the continuously deepening of the concept of sustainable development, the strategy of sustainable development becomes the guiding ideology of the countries all over the world. The developed countries considered the circular economy as the strategy of sustainable development and an important way to implementation. Generally speaking, the development of circular economy should follow the three principles: the principle of reduction (reduce), the principle of re-use (reuse), the principle of recycling (recycle), or 3R principle. The order of 3R principle should be: reduction is priority to re-use and recycling. In 2006 as Secretary of National Water Resources, Professor Wu Jisong developed the theory of circular economy. Based on the 3R principles, he increased the rethinking (rethink) principle and re - repair (repair) principle, and extended the 5R principles of circular economy. In thinking of the circular economy, under the guidance of the circular economy in the long-term practice, many foreign scholars and institutions developed some theories of the circular economy. They are: industry symbiotic theory, theory of cleaner production, industrial ecology theory, theory of life cycle assessment, Inverse theory of zero emissions and production theory. The second part I introduce the experience of foreign models of circular economy. According to its own characteristics, during the long-term practice, western developed countries developed and formed a closed-loop materials economy of the three key ideas, mainly reflecting in the three main levels of the economic activities: the enterprise level, regional level, community level. They gradually explored and formed four basic models of the economic cycle, namely the recycling enterprise model in the United States, the cycle of industrial park model in Denmark, the model of waste recovery in Germany and the model of recycling society in Japan. The third part I introduce the status quo of China's economic development and pattern designation. Judging from the current cycle of China's economic development situation, it achieved gratifying results on the whole, but there are still some problems. In the last part of the article, considering the development of the characteristics of economic development and the trends of China's circular economy, and learning from the experience from the developed countries and China's circular economy in the pilot's, we design the four models of China's circular economy. They are: the industrial cycle models, agricultural cycle models, economic cycle models, models of recycling social.
