Study And Construction Method Of Social Network-based Expert Database

In the new economic situation, China has entered an important period of economic transformation. The government has pointed out that the recent focus of economic development should be laid on the implement of the "Scientific Concept of Development" and accelerating the transformation of the mode of economic development. The progress and innovation of science and technology is decisive factor in economic development. Only by relying on science and technology accelerate the transformation of traditional industries, develop new technology industries, can we provide motivation and support to change the mode of development and to the adjustment of economic structure.Science and Technology Consultation (STC) play an important role in the promotion and application of science and technology into industry and in the management of Technical and Scientific Achievements. Experts are assurances of the accuracy and authority of the consultation, accessing to expert information and choosing the right experts is critical. Expert Database is used to storage experts'information; its operational condition indirectly affects the efficiency and effectiveness of consultation. While the current expert database has several limitations, such as lack of performance models, the isolation of expert information, poor visibility, etc. Using the structure perspective and analysis of social network in the construction of expert database of STC, can the system have following features:with network structure, visible and dynamic. The system can one way improve the efficiency of STC, another way increase the social capital of both experts and the agency of STC.Firstly, this article presents the definition, features and functions of STC as well as the status of expert consultation and the supporting conditions of STC to explain the concept of STC. Then presents the definition, types and visualization ways of social network, and summarizes the studies and applications of social network, and discuses the role of social network theory in STC. Next, by visiting the Office of Office of Science and Technology of Jiangsu Province we investigate the conditions of STC expert database, with literature study, it summarizes and analyses the status of expert database, and conducts the needs analysis and feasibility study of social network-based STC expert database by presenting the features and the usage of experts'relationship during STC and by analyzing technical feasibility of social network visualization and the collection ways of data of experts' relationship and maintenance cost of the new database. And then by analyzing elements from the expert of social networks, definition and storage of attribute data and relational data, network nodes and determine relationships as well as weighted model between relations, form the three steps to build the social network model of experts, from experts ego network and expert groups presents social networks for experts in social network visualization, from construction principles, modalities, the overall framework and method of constructing proposes the design of two-dimensional network visualization expert database, and provide theoretical support for the actual construction; Finally, by presenting social network of expert ego and expert groups in both structure dimensions and the knowledge dimension, visualizes STC experts'social network in the field of Library and Intelligence.
