Experts, coming from the general public but still different from them, who tak e advantage of knowledge and technology to executive decision which can enhance th e effect of scientific and democratic in executive decision. In a certain sense, administ rative decision-making expert advisory system first appeared in the Western countries.With the development of China’s reform and opening up as well as political and econ omic globalization, the mode of traditional executive decision has changed gradually f rom unilateral dominant to the modern mode. And the advisory role of experts has bee n aroused widespread concern and attention. In recent years, our country in this field h as also took constant exploration and practice and accumulated a lot of valuable exper ience. However, comparing with developed countries, there is still exist many deficien cies, including not play a full expert advisory function. To sort out and analyze the de velopment of the system of administrative decision-making expert advice, this article aims to explore the possibility of improving its system structure.This paper is divided into five parts.The first chapter is to define some basic co ncepts of administrative decisions. Clarifying the concept do good to a better grasp of the nature, scope and direction of the research, which also can step a further study and discussion on this basis. The second chapter analyzes the theoretical and practical foundation of administrative decision-making expert advisory system. The establishment and development of expert advisory system is not in the air. In fact, it closely linked the rise of experts rational modes and due process theory. The third chapter performed a comprehensive study on China’s administrative decision-making expert advisory system. It introduces the development process in time and space, and conducts their legislative circumstance and realities, and analyzes the problems and shortcomings, which provides a logical starting for improving the system. The fourth chapter discusses the development of the situation and experience of administrative decision-making expert advisory system in foreign country. Taking United States and Japan for example, to analyze their specific approach, then formed our experience on the basis of comparison with us. The fifth chapter is to explore how to improve the system of administrative decision-making expert advisory system. It mainly discusses from two directions: macro environment and micro-mechanisms.
