Study On Electronic Tendering Of State-invested Construction Projects

With the rapid development of IT,more and more attention had been paid to ITadoption in the tendering process.Many developed countries and regions had startedconstruction of electronic tendering system.State-invested construction projects wererelated to important areas of national welfare and people's livelihood.The application ofelectronic tendering of state-invested construction project was of great significance forensuring that tendering activities was in a fair,just and efficient manner.Expert system management was an indispensable step of electronic terdering.Animportant issue worthy of study was how to make better use of information technologyto strengthen and improve scientific application of relevant expert database.Firstly,we carried on analysis of tendering present situation both domestic andforeign states,and then proposed tendering operation pattern of State-investedConstruction Project.Next,a model for deciding optimal number of experts in thedatabase was established.And GA was used to improve extraction algorithm ofextraction system in the expert database.Then competency model of tendering expertevaluation had been established.How to carry on reasonable appraisal to experts was animportent problem in tendering system management.Experts were simply inspectedduring the course of expert evaluation.We initially established a competency model ofexpert evaluation.And then we designed index system of expert evaluation,tookqualitative and quantitative method,used AHP to confirm the intensity of every indexand set up the fuzzy comprehensive evaluation model.Based on analysis we proposedmanagement measures for solving the issues of expert database management system.Finally,concrete factors of influencing E-tendering system adoption were studied onframewok of TOE model put forward by Tornatzky and Fleischer.And then concretefactors were discussed in technical,organization and environment three ways.A newTOE model for construction E-tending system was proposed in combination withChinese construction enterprises' own scale and type,informationization,consciousnessof top management and state economy culture environment.We put forword the specialized suggestion on the basis of tendering system combination with Sichuan'scircumstance.
