With the development of society and the promotion of land consolidation,the purpose of the basic farmland consolidation in the developed areas of east China has changed from increasing arable land area to build stable and high-yield farmland,which will be helpful to improve the quality, utilization rate and output rate of farmland,and promote quality of products.But to achieve this goal, a great deal of questions are also existing in the planning and designing of basic farmland consolidation at the present.There are few theories and case studies on such kind of basic farmland consolidation plan and design,which is focus on field and in view of the difference in the spatial distribution of soil structure,soil thickness,soil nutrient and soil pollution. The difference of arable quality in spatial distribution has immense influence on crop yield. To fill the vacancy, it is of great academic and practical value to exploring a model of high-quality and fine field plan and design of basic farmland consolidation program in large scale.The thesis takes as the basic farmland consolidation program in Xinhua Zhen Jinan Shi, Fujian Province as an example. With the support of GIS database, and using of the 1:1000 actuality map of land use collecting data of soil thichness, soil structure and soil nutrient,we build up the basic database. And based on the database, the fine zonings of land-leveling and soil fertility are completed. For each zoning,the field planning, land-leveling project, soil protection,soil reconstruction and soil fertility projects were designed.
