The common premises construction project (CPCP) of government is a basis on which the country's public administration and social organizations can discharge their normal duties, and play an important role in China's political, economic, cultural, social life and so on. The project total investment occupies a larger share in the whole fixed assets investment of the country. The relationship of project governance failed or the other reasons, lead to the governance risks (GR) occurred such as investment lose control or interest conflict sometimes. The cumulative impact of these risks could lead to deviate from the expected goal of the project, economic loss or other adverse consequences. However, these problems lack related research on theories now. It's necessary to research more in-depth and detailed. There is a lot of work to do that to prevent and control the GR of CPCP.The thesis illustrated the purpose and the important significances to research the GR of CPCP at first. After analyze, it considers that the GR of CPCP comes mainly from four aspects: environmental factors, process factors, human factors and interrelated factors. On the basis of the analysis, a three-dimensional degree model to research the GR of CPCP was built. It took the CPCP of Shandong Provincial Administrative Organs as an example, applied stakeholder theory, full life-cycle theory, Work Breakdown Structure (WBS) and so on, to analyze and identify the GR of CPCP. In the full life-cycle, a complete project was identified 79 kinds of risk in 4 kinds of factors. It took the actual CPCP of Shandong Provincial Administrative Organs as an example once more, Fuzzy analytical hierarchy process (Fuzzy-AHP) was applied to assess the GR on the beginning of CPCP. It arranged the GR importance according to the assessment results. The importance sort and the objective reflection of the GR were entirely consistent, and the validity and the practicability of the Fuzzy-AHP model in the GR assessment were verified. Finally, the thesis proposed the strategies which can prevent or reduce the GR according to the assessed results, and come to the conclusions of this study.This thesis is made up of four parts.First of all, the thesis illustrated the purpose and the important significances to research the GR of CPCP.Secondly, the thesis made an outline of the researches related the GR of CPCP. It cleared the related concepts and theories of project governance risk.The third part utilized related theories and tools to identification the GR of CPCP, and formed the list of GR.The forth part completed the assessment of the GR based on the list of GR, and proposed the strategies.The last part came to the conclusions of this study...
