Along with the expansion of construction projects scale and the enhancement of the technical craft complexity as well as the change of the social economic environment day by day, many kinds of risks obviously increase and the relationship between them is complicated. Therefore, the risk management has become the decisive factor to decide whether the construction project will succeed or not.This article takes the Wuhan CBD Common Service Tunnel which is a significant municipal administration and public infrastructure item as a case. It introduces the background of this project, the Common Service Tunnel, the layout and design as well as the importance of conducting the risk management research. This article analyses the risk factors of this project by using the risk recognition theory. It also adopts MCS (Monte Carlo Simulation)method to measure the risk probability and uses AHP(Analytical Hierarchy Process) method to asses the risk of two kinds of construction schemes. Finally, considering the risk factors, the risk decision-making schemes are proposed by using the risk decision-making method.The theoretical research about the risk management has its unique theoretical and practical significance. Risk management may enable an enterprise to become an outstanding market main body as well as an excellent social main body. It can reduce the resources consumption and the pollution discharges as well as the environment pressure. It may cause the project governor to carry on the risk analysis, decision-making and the emergency management about the construction items so as to breakthrough"the information isolated island"and"the digital gap". The risk management goal and the risk management main body goal can be unified organically. Each can adopt the pertinent control strategies respectively in order to realize the overall goal.
