In 2008, the subprime crisis of the United States has become global economic crisis. We could see the evidence from the developing country to developed country, from finical domain to all domains in most countries. Along with the economic crisis spreading rapidly all through the world, Chinese had to face larger and larger pressure in its economic development. The economic crisis made a lot of Chinese enterprises lose most business orders, lots of workers had no work to do, so many enterprises turned to downsize to survive in this crisis. With the low level Human Resource Management of most enterprises, there would be another crisis. Some scholar pointed out that, if you can manage the downsizing well, you can turn the crisis to opportunity, and then you can survive to higher development, or else you may be bankrupt.This paper aims to study the downsizing standards of Chinese enterprises. Based on a review and summary of the relevant studies about downsizing standards of Chinese scholar, author will use the empirical study method to investigate the cognition situation of Chinese enterprises on downsizing standards, trying to find a series of downsizing standards which can be used in Chinese enterprises downsizing management, combining with the relevant provisions in the LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON EMPLOYMENT CONTRACTS, author will design a model to help Chinese enterprises to select downsizing objects scientifically and reasonably. This paper is an empirical study about Chinese scholars'relevant studies, also is a supplement study and an innovation study.According to the study's logic sequence, this paper is divided into five parts. Chapter 1 is Preface, consist of three points. One point mainly introduces study background, and brings up the question, and explains the study purpose and meaning. One point introduces the basic meaning and types of downsizing. Another point sums up the relevant provisions in the LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON EMPLOYMENT CONTRACTS, which supports the model in law. Chapter 2 and Chapter 3 is the core of this paper. Chapter 2 is the designing of the study program, including the investigation considerations, selecting the samples, compiling the questionnaire. The investigation concludes two steps, pre-investigation and form investigation. The samples are divided into two groups, enterprise group and expert group. The pre-investigation questionnaire is mainly based on the former studies; the form investigation questionnaire is based on the pre-investigation conclusions. Chapter 3 includes the investigation processes and the data analysis, is the most important part. In this part, author analyses the sixteen downsizing standard indexes of pre-investigation data. The conclusions suggest that there are six of them should be deleted, and two new indexes should be added in the form questionnaire. By the cluster analysis of form investigation data with statistical software, author divides the indexes into five types. In the end, author designs the objects identify model of downsizing based on the above, which can guide Chinese enterprises to management downsizing. Chapter 4 gathers the conclusions of Chapter 2 and Chapter 3, adding some theoretical analysis or practical explanation. Chapter 5 is a summary of this paper. It points out the contribution both in theory and practice of this study, also as the lack of this paper and expectation on follow-up studies.
