In 2008, the outbreak of the financial crisis from the United States spreaded worldwide in an instant, and the whole world economy went to its lowest ebb. In this new economic environment, enterprises bear the brunt. Most of enterprises layoff consciously or unconsciously to cut labor costs and enhance the competitiveness. In the process of global economy and information technology, organizational change and innovation accelerate, along with organizational change and innovation accelerate, the wave of merger and reorganization of enterprises repeated and the problem of downsizing have been mercilessly placed in front of corporate leaders and employees once again. Facing the rapid downsizing, we had to calmly and in-depth thinking on the the issue of lay off cuts and posed a clear understanding of the new problem of the corporate human resource management. From the enormous internal and external response to layoffs resulting, we can dig a lot of problems behind the layoffs which contain both operations procedures and methods in the process of downsizing and the deep-rooted problems hidden behind the downsizing. How to treat these problems and analysis in-depth has important theoretical and practical significance to the growth and development of enterprises and human resources management. Based on the proposed layoffs, the paper first reviews the domestic and foreign research on management of the companies laying off, and tease out four dimensions about this study: economic theory view, psychology, legal and management view, then do an overview of enterprises' staff cuts. On this basis, the article analyze the behavior of corporate layoffs by making use of relevant literature and research on the financial crisis, and find the existing problems of staff cuts, and also analyze the reasons. Finally, for the problems of enterprises' staff cuts management, the study gives some feasible measures and suggestions, intending to provide scientific and rational reference for enterprises' downsizing. The measures and suggestions contain seven areas , they are overcoming blind cuts, determining the comprehensive and reasonable standards of layoffs, choosing scientific method of cuts, developing comprehensive plan cuts, doing well in the process of management, doing business in the aftermath of layoffs and application of the law layoffs and risk prevention.
