As one of important demand side management method, peak-valley TOU price was widely applied in many provinces of China. With the socio-economic fluctuations and industrial restructuring, the time-varying of electricity power supply and demand situation is being strengthened, the dynamic characteristics of the power users in response to the electricity price is being increased. There is a need for a reasonable price adjustment mechanism to the TOU price, which has been implemented, in order to ensure the guidance of TOU price to electricity use, and then fulfilling the optimization of resource distribution.The paper classify the customer class by their load characteristic use an automatic clustering algorithm, base on the demand elasticity theories of economic, analyze consumer classic demand elasticity in qualitative, and present a new approach to obtain the demand elasticity coefficient. And then establishs optimization model for the adjustment of the Price ratio relationship in different periods. In order to effectively prevent the secondary peak-shift phenomenon, the paper focus on the consumers' responsibility in different periods, and establishs optimization model for TOU electricity integrated responsibility. The paper analyzes a region's real data by the model at last.
