Electric energy is one kind of commodity,it abides by market rules as well. In recent years, the demand for electricity is increasing with the growing of people's living standard. It has brought higher request to electric power generation enterprise and the supplying electricity enterprise, for it needs not only to ensure electricity reliability, but also to reflect the fair of price. Appropriate Time-of-use (TOU) power price can shift peak load, meanwhile, power load can be kept in a stable running state and also benefit both sides of electric power enterprise and consumers. Its implement result has direct relationship with customer's response and fixed pricing tactics. Since the fix of TOU has been put into effect, it is always the focus of studying and hot spot. As one of the important means of DSM, it has been widely used in many countries around the world and has got good effect.The fix of TOU includes two aspects, one is the division of peak and valley time and the other is the price of the corresponding period. According to the actual situation of China's power, this thesis is about how to put forward a reasonable and practicable the formulation of TOU price methods and the criteria the division of time for research. The main tasks of the thesis are as follow.(1) Being based on the consumer psychology, electrovalence theories and fuzzy mathematics principles and aiming at the anticipative target of electric power enterprise, the thesis has carried out an intensive analysis and research on TOU and gave the design objective function.(2) Combined with existing technical requirements under the constraint condition, The TOU optimization model has been designed based on the customer's response.(3) By solving the single-objective and multi-objective optimization models and making use of MATLAB simulation, the model calculated the optimal goal under different DSM TOU pricing tactics. The result verifies the validity and feasibility of the model.Simulation results show that the model has better effort of shifting peak load, compared with the current price tactics. Meanwhile, it has achieved to improving the efficiency of electricity production, reducing the cost of electricity supply and customer's electricity payout. It has certain reference significance to actual application.
