The Study Of Optical Transmission Project Management Based On Life-cycle Management Theory

This paper introduces the development of life cycle management, and the application of project management in China. Combining the life cycle management concept and its methods applied in different stages of project process with the practical projects, this paper analyzes the problems which exist in the project construction from three points of view, quality, cost, and pace. Focused on optical transmission project, this paper proposes that in the life management mode, the organizing mode should use line and staff organization, or matrix organization. The core of life cycle management in projects is to integrate the idea, objects, organiation, and methods of this theory in every stage of the whole process. Applying the analytic hierarchy process and the earned value analysis in life cycle management decision and cost control, this paper enables the life cycle management to have deeper progress and more practical value. The life cycle management becomes the trend, and will be the best method to realize sustainable development in the optical communication project management field.
