Level of scientific research on behalf of the country's comprehensive strength, affects the country's political, economic, military, cultural, educational, medical and other undertakings. Science and technology research projects, affecting the development speed of national research and the country's comprehensive national strength, are the lifeblood of the country's economic lifeline and the level of effective protection of people's livelihood.Technology project review is to make effective use of national scientific research fund of scientific protection, so technology project review must use the most scientific and rational way. Assessment experts as the main body of science and technology project review is a critical factor that whether the National Natural Science Foundation funded correctly. With the peer review assessment methods in science and technology projects in the wide application, more and more scholars have found that evaluation experts affect the results of peer review. In order to standardize the assessment projects, it is need to improve the management of technology project evaluation experts.On the basis of Technology project management theory, System theory, Evaluation theory and Asymmetric information theory. Through project evaluation by an expert in technology management situation analysis, with management experts in the assessment process, there are several major problems: The first assessment of expert information "distortion" phenomenon. Projects of their own characteristics are to be innovative, but innovative take on the need to master the latest technological innovations from the information experts to carry out. Management experts currently in the process of assessment, as assessment expert update slowly, assessment content is too small, unscientific methods of information acquisition and other reasons, so difficult to accurately assess the body to grasp all aspects of expert information, and thus affect the assessment of the scientific. Assessment of experts in information management mechanism "distortion" phenomenon is mainly reflected on the assessment of experts and lack of timely information updates are not long-term follow documented . Second, it is lack of objective evaluation experts classify subjects, dynamic and scientific method.
