Study On The Dynamic Mechanism Of Low-carbon Technology Innovation In China

Low-carbon technology innovation is related not only to the problem of climate change, but also to the national core competitiveness in the future. At present, in the main fields of climate change mitigation and adaptation technologies, China lags behind developed countries. In China, besides environmentally sound attribution, low-carbon technology has special attributions such as strategy, weakness and involving international politics. With these special attributions, low-carbon technology innovation is different from general technology innovation.Industrial technology innovation is a complex system. Various factors affect the low-carbon technologies'innovation, including environmental factors, market factors, technical factors and policy factors. All kinds of factors interact with each other,forming the dynamic mechanism of low-carbon technology innovation. The dynamic mechanisms of affecting low-carbon technology innovation includes not only the market mechanism, technology-push mechanism and policy-incentive mechanism, which are traditional, but also includes MRV mechanism and international technology transfer mechanism,both developed in the international climate change negotiations.However, the low-carbon technology innovation system in China, which composed of the dynamic mechanisms above, is not perfect. A series of barriers such as market failure, policy deviation, lack of MRV system and international technology transfer barriers, hinder the innovative forces affecting the innovation process and level. Therefore, we need to take measures to eliminate barriers in dynamic mechanisms, strengthen the role of dynamic mechanisms.After the construction and analysis of the low-carbon technology innovation dynamic system of China, the paper argues that we need to strengthen the links and the interaction between force elements in the market, technology and polices environment of the system, promoting the low-carbon technology innovation system of China to operate continuously and effectively, thus we can accelerate the low-carbon technology innovation process.
