Evaluation of bids is a problem which is complex and multi-attribute decision making in Project management. As society's development, people's requirements for successful project management is also changing,from the previous success criteria of simple profit-maximization to a wide range of the shortest duration, the best quality, lowest cost and maximize satisfaction, etc. Therefore, we need to consider more factors in the process of evaluation of bids, in which the proportion of uncertainty and difficult to quantified factor is larger and larger, thus the process of evaluation of bids become more complicated, and this makes the scientific decision making of evaluation of bids difficult. To ensure the full successful evaluation of bids projects, we urgently need to find a scientific and rational, practical method of evaluation of bids. In the history of scientific research, methods of analysis used mostly to be reductive analysis. The main idea of such kind of analysis method is breaking the problem down into parts, and then finds the overall characteristics through studying the behavioral characteristics of each part. This type of analysis has been a huge success in human history, such as the successful landing on the moon, cracking the password access to atomic energy, control of global communications, and the invention of the computer and so on. However, as we enter the globalization, information age, when we solve the complex social problem closely related to human activities(such as environmental management, transportation etc) still using the idea of reduction, the limitations of this approach has become increasingly clear, and it can not make people get a satisfactory answer. Therefore, in order to grasp the overall situation, integrated multi-attribute system decision-making methods the means of scientific analysis began to enter the stage of history. This analysis method under holistic method of thinking is not in pursuit of the goal of a single, but various factors considered (qualitative and qualitative factors, what's more qualitative intuition and experience of class factors here were giver the same importance with precise causes and factors of rigorous quantitative reasoning.), by constructing the level or structure model which allow elements to interdependent and mutually influence to analyze the objective problem, in the optimal point of view to find the most satisfactory proposal of decision making. In which a particularly outstanding method is Analytic Network Process (ANP), it is a relatively new, the most comprehensive statement on the social problems of multi-attribute decision making. It is a network-based (allow the factors in the structure to interaction and interdependent with each other), compared as the analysis means, judgment matrix as the unit, finally get the prioritization by the approach of Markov chain process and then find a relatively optimal solution. For the outstanding advantage of ANP, this paper conducted a detailed analysis made an improvement based on the predecessors, in order to make it more reasonable. The specific content of this article can be broadly divided into the following areas:First of all, this article expounded the background and significance of this study from the following three aspects: multi-attribute decision making of complicated system,ANP,evaluation of bids. Besides, I will summarize the current state of ANP and evaluation of bids, learning from previous experience.Secondly, this paper introduces the basic theory supporting articles such as: complicated system theory,multi-attribute decision making theory,ANP,DEMATEL and evaluation of bids theory. Make a detailed description from their theoretical definition, characteristics, methods; calculation steps and so on, preparing the adequate theoretical support for the research of the following article.Then, that is the core of this article. Firstly this paper analysis in detail for internal dependent matrix of ANP and identify the flaw of the traditional construction methods of inner dependent matrix of ANP. Then, to solve the shortcomings of traditional methods of ANP by combining DEMATEL with the ANP method. So the construction methods of inner dependent matrix are improved. Besides, test and verify the probability of the method improved from the theory and numerous types.Finally, with the actual bidding of a project as background, we apply the improved ANP to it, and analyze the final results obtained are consistent with some of the practical.So the improved method is reasonable.In summary, this paper improve the method of ANP construction to some degree through analyzing the flaws of ANP, and improving it using the related theory。Additionally, I use it into a real case and testify the feasible and reasonable of the method improved.
